WORK HOURS: 8:00 AM TO 5:00 PM
Under the leadership of the Fire Chief, provides highly specialized and operational work developing, coordinating, and implementing plans, programs, and systems for disaster preparedness, response and emergency management. Duties include leading, supervising, and administering all exercises, statistical research, training, operational functions, and records related to emergency management. Facilitates communication and teamwork among City departments and external agencies, as assigned.

Position may be required to work nights and weekends as directed and required to work during all declared emergencies.

Duties and Responsibilities


The functions listed below are those that represent the majority of the time spent working in this position. Department Leadership may assign additional functions and/or work as necessary.

  • Serve as the city's Emergency Manager, ensuring compliance with the State Emergency Response Plan (SERP), National Incident Management System (NIMS), National Response Plan (NRP), and Incident Command System (ICS).
  • Provide input for the division's budget and assist in negotiating and administering contracts related to divisional functions and operations.
  • Generate and develop complex correspondence, reports, forms, manuals, and materials for executive public speaking engagements and official correspondence.
  • Supervise and assist in the development of the annual Strategic Plan and Emergency Management Preparedness, including grant budget preparation for Emergency Management Services.
  • Supervise, train, coordinate, and evaluate emergency management functions, ensuring adherence to departmental guidelines and regulatory requirements, and assist staff with complex procurement work.
  • Act as a member of the City's Emergency Management Team during activation of the Emergency Operations Center, ensuring operational readiness.
  • Prepare and plan for emergency management operations by updating operational plans, conducting drills and exercises, and maintaining all emergency plan documents.
  • Prepare, implement, and track citywide training and exercise programs related to emergency management.
  • Coordinate logistical and operational support services for the Police Department, Public Works, and City Fire Department in non-disaster response environments.
  • Manage the City's resource and logistics planning functions for disaster response and ensure compliance with Federal, State, and County emergency management requirements.
  • Compile necessary FEMA documentation for the Annual Comprehensive Financial Report and other reporting requirements.
  • Support the development, implementation, revision, and maintenance of emergency plans, including the Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plans (COOP), and Local Mitigation Strategy (LMS).
  • Participate in various committees and working groups, acting as a project manager on assigned projects and conducting public education activities on disaster preparedness.
  • Coordinate the City's role with County Emergency Management in all Emergency Support Functions (ESF) performed by the County and review emergency plans of outside organizations within City limits.
  • Respond to operational and administrative inquiries and complaints, prepare departmental statistical and operational reports, and be available for emergency call-out to support the City during emergencies.
  • Performs all other duties as assigned.

Minimum Education and Experience Requirements


REQUIRED QUALIFICATIONS:
Bachelor's degree in Emergency Management, Public Administration, Fire Service Administration, Criminal Justice, or a related field, plus two (2) years of local government experience; or six (6) years of local government experience, with at least three (3) years in a Public Safety role.

Must possess and maintain a current/valid State of Florida Driver's License, which meets requirements outlined in the City's Employee Handbook. As well as any requirements by the City's insurance carrier and determined by the City of St. Cloud to be an acceptable driving record history

PREFERRED QUALIFICATIONS:
  • Certification as an Associate Emergency Manager (AEM) by IAEM. (Must otherwise be obtained within twenty-four (24) months of employment.)
  • Certification as a Certified Emergency Manager (CEM) by IAEM. (Must otherwise be obtained within sixty (60) months of employment.)
  • If equivalent experience is utilized to qualify, Bachelor's degree must be obtained within (60) months of employment to achieve CEM.
  • Completion of the following NIMS Courses within the designated amount of time from hire date:
    1. Basic IS-700 (6 months)
    2. Basic ICS-100 (6 months)
    3. Intermediate ICS 200 (6 months)
    4. EOC IS-800 (6 months)
    5. Intermediate ICS-300 (12 months)
    6. Advanced ICS-400 (12 months)
    7. IS-2200 Basic EOC Functions (12 months)
    8. G-2300 Intermediate EOC Functions (12 months)
    9. MGT-346 Emergency Operations Planning (18 Months)
    10. O-305 All Hazards Incident Management Team (24 Month)

Knowledge/Skills/Abilities


SUPPLEMENTAL INFORMATION:
  • Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include national fingerprint-based records check and approval for controlled access to protected information.
  • Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
